I'm glad to say WUaS is now in communication with Assemblymember Das Williams' office in the California State Assembly, along with Assemblymember Susan Bonillo's office. Das Williams is the chair of the Higher Education committee and Susan Bonillo is on the Assembly Budget Committee on Education Finance in the state of California, and is also a former high school teacher. WUaS begins the accreditation process with the California Bureau of Private Postsecondary Education agency (BPPE), as well as Western Association of Schools and Colleges (WASC senior). Just to begin this accreditation process, WUaS will pay these two agencies $15,000. 

If you are a high school student actively interested in applying to free, online, Creative Commons' licensed, MIT OCW-centric World University and School in English, or know of one, this autumn 2013 - with complete applications due by January 1, 2014, at 12 pm Pacific Time - please email WUaS now at - worlduniversityandschool@gmail.com - with a brief letter just saying you're interested.


WUaS is planning its first outreach to high school students and friends at Woolman Semester at Sierra Friends' Center in the foothills of the Sierras, in the next week or two. Woolman Semester is a Quaker, gap, high school semester, which is accredited by WASC, with which accrediting organization WUaS is also planning to accredit.

World University and School is looking for a new, Board member to focus on fundraising, and to actually bring in significant monies for WUaS, which you'll see on the above agenda.

Dear Larry,

I'm glad to say that after attending a Stanford Anthropology dissertation defense today - https://events.stanford.edu/events/796/79640/ - a Stanford Librarian, Regina Roberts - https://profiles.stanford.edu/regina-roberts - whom I know a little, and who was at this talk, said she's been getting World University and School's minutes, and asked if WUaS could put them into the Stanford Libraries. I was interested, partly since they have them anyway - but partly because it will be useful for people in the future as World University and School grows. I realize too that this would legitimize us further. (But I also realize that such accessions by libraries can bring great amounts of money to the parties involved).

Regina said she'd email me, partly so that WUaS could sign off on this. I'm interested in getting the WUaS into Stanford Libraries 'officially,' but I'd like to bring this question to WUaS's monthly business meeting, for further consideration.

Still no word back from the state of California's BPPE, as well, but I'm in waiting mode for a bit longer.

Dear Larry,

I'm thinking about calling all the WUaS minutes we've already sent out CC-4 licensed (for A) sharing, B) adapting, and C) non-commercially) - like MIT OCW's CC-4 licensing - and minuting this. And I wonder, if Regina Roberts emails me further about this, and if WUaS decides to send her a "curated collection" of WUaS Minutes, whether WUaS could call this CC-0, - but I wonder too whether I could bring in donating these WUaS Minutes to Stanford Libraries to a conversation with the Stanford Peace Innovation Institute about Peace Data Standards, - and getting a position at Stanford, and potentially a teaching position. Dear Larry,

Re the definition of "private university" and the state of CA's BPPE:

I attended an UC Berkeley TSWG talk - http://tourismstudies.org/news_archive/RNadal2018.htm - last Thursday which was really interesting, with a Catalan economics' professor talking, and the dinner afterward was also good, with many senior University of California professors / PhDs + there. Dean MacCannell and his wife Juliet Flower MacCannell, both University of California emeriti professors (and both with Cornell Ph.D.s from around 1970 - with some Philadelphia Quaker colleges' ties before that - and who also remind me a lot of friends from Cuttyhunk Marvin and Betty Mandell, both now who have passed away, in their academics :). Dean and Juliet's son, Jason, is one of 3 education 'czars,' I've heard, in Sacramento (and their other son lives in Scotland). When I asked Dean at the dinner table about what "private university" vis-a-vis "public university" means in California, he said not much these days. Re BPPE, I think A) CC-4 licensing and B) definition of "private university" could both be sticking points re our not hearing back about WUaS accreditation, so I'm glad I talked with Dean MacCannell about this last Thursday.

Hoping this dinner may further open a way to WUaS accreditation, - as well as a position at Stanford with my meeting in late September.

... but I think I'll wait a bit longer, thinking the questions of A) 'private university' and B) Creative Commons 4 licensing of MIT OCW and re WUaS could be conceivably tied up in the hands of many state of California lawyers - and possibly many related Creative Commons' law questions there -  in quiet August.

What do you think about following up with BPPE?

Dear Dr. Marion, Marina, Joanne, (and Larry),

I just left a message for you, Dr. Marion, to follow up on Marina's call to me at World University and School twice on July 2, 2018. And Joanne Wenzel and I talked about this at some length as well in November of 2013.

I'm writing on behalf of CC-4 MIT OCW-centric World University and School (WUaS) to inquire further about a possible, (what I'm calling), amendment or addendum to the state of California's BPPE definition of a private educational institution which is that "students pay tuition," which Marina and I talked about in early July 2018. WUaS is seeking to become licensed / accredit with both BPPE and WASC senior, and have budgeted for this in a pending National Science Foundation grant.

Our World University and School's Creative Commons-4 licensed MIT OCW-centricity means that WUaS can't ask for tuition from students, since CC-4 licensing for MIT OCW says we can A) share, B) adapt but C) non-commercially - (see http://ocw.mit.edu/ at bottom - https://creativecommons.org/licenses/by-nc-sa/4.0/ - and also - https://wiki.creativecommons.org/wiki/4.0/NonCommercial - per MIT Dean Cecilia d'Oliveira (not retired). And WUaS seeks to accredit with the state of California's BPPE (Bureau of Private Postsecondary Education), and concurrently WASC senior, so I'm writing to inquire if BPPE could possibly please add an amendment to the BPPE regulation (or similar), allowing for CC-4 licensing for online OpenCourseWare-centric educational institutions, and for related online degrees, and thus for WUaS to not ask for tuition from students - and still become a private university. This would mean that Californians would be able to earn CC-4 MIT OCW-centric online degrees that are free-to-students at World University and School in California (and around the world), and first in English, but later in countries' main / official languages, as well (based on https://ocw.mit.edu/courses/translated-courses/). WUaS seeks to offer online Bachelor, Ph.D., Law, M.D. as well as I.B. high school degrees, eventually in each of all ~200 countries' official / main languages.

Part of the question involves terms for 'payment,''fees', 'cost,''tuition,""non-commercial,""reimbursement," etc., - and WUaS's engagement with CC-4 MIT OpenCourseWare in its 5 languages (a gold mine or motherlode of free education software/OCW - and of the highest quality, and which isn't available for degrees in California!). WUaS plans to seek 'reimbursement' from governments' ministries of education around the world, - and 'reimbursement' is a term that MIT Dean of Online Learning, Cecelia d'Oliveira in a number of email communications over about two years has said would be alright, given the CC-4 "non-commercial" attribution of CC-4 MIT OCW.

So, California students, in large numbers, would potentially be able to earn free online MIT-centric degrees via World University and School.

The idea I'm inquiring about is here, and might read: Whereas BPPE's regulations state that a private educational institution is one where students pay tuition, in the case where a private university offers CC-4 OpenCourseWare for credit toward online CC-4 centric non-commercial degrees, such private universities will not have to ask for tuition from students, due to the Creative Commons' 4 "non-commercial" clause, as an exception. In what ways might BPPE add such a 'clause' to its regulations, please, which might allow WUaS to become licensed with BPPE, and WASC senior, in California?

What might be the best way to communicate further about this?

I wonder if WUaS will be able to begin to accredit as a non-profit 501 (c) 3 CC-4 MIT OCW-centric online university with the state of Calif's BPPE in mid-October per their Twitter post here - https://twitter.com/CaBPPE/status/1024666814989488134. I wonder further whether, since this will be online presumably in some kind of WEB form, whether the state of Calif will legitimize and digitize Creative Commons' Law. Further I wonder if somehow WASC Senior will then be able to follow suit with an online form. Wow! And if all of these accreditation forms etc digitize (and thus not only becomes legitimate, but become encoded with upcoming technologies like block chain ledger etc), would WUaS, as a PRIVATE UNIVERSITY and not able to accept student tuition, be able to seek reimbursement from the state of California's Education Department for matriculated California students - and pass some of this on to edX, if they become our platform (and not something out of Stanford, for example) - for courses, for grades, and for transcripts, and even for interaction between all ~200 countries' ministries of education financially even. (And would Univ of California then focus on the WUaS pension and benefits system - and Stanford on the Law and Medicine OpenCourseWare - partly out of the New England Journal of Medicine's Continuing Education Modules - CMEs - or could Harvard too, since they're a founder of edX ). And would Stanford Medicine with Google's Project Baseline (as even budding hospital for tele-robotic AVATAR BOT surgery) and with Project ECHO (as budding medical school platform in videoconferencing conceptually - and for MD specialists to rural populations) work with Harvard and the NEJM?

(I'm leaving aside here, re online forms and coding questions, the potential for WUaS to facilitate a single cryptocurrency backed by ~200 countries' central banks and distributed via an Universal Basic Income to all 7.5 billion people here, - and in coding our new wiki for speakers of all 7,097 living languages - and coded for by our WUaS Law Students in all ~200 countries' online Law Schools in their official / main languages).

 So I wonder when WUaS might then matriculate our 2nd undergraduate class online - since I'm not sure the Ca BPPE Tweet might be read in terms of WUaS be able to start accrediting - https://twitter.com/CaBPPE/status/1024666814989488134.

I hope the WUaS Press / WUaS Co will potentially follow a further online state of California WEB FORM approach.

If this CA BPPE Twitter post - https://twitter.com/CaBPPE/status/1024666814989488134 - relates to us and WUaS, we may have apply by February 2019 (as they further sort out their online web forms) and then seek our 2nd undergraduate class matriculating in autumn of 2019 (not January). Not sure what implications there are here about the NSF grant.
