Just had a 45 minute long talk today with edX in the Boston area - which is in about 15 languages including French (https://www.edx.org/course - bottom left) - and with regards to World Univ & Sch offering online free-to-students' Bachelor's degree, beginning as early as this January in English, as we license with the state of California's BPPE, via the edX platform for WUaS degrees.
